The Republika Srpska incentive for standardisation and branding covers up to 50% of the money invested, at most 10,000 KM per beneficiary per year; the request is due by 30 November. Regional clusters can receive up to 50,000 KM for rural development projects, request due by 30 June.
Brand, packaging and quality standards can be partly financed by a Republika Srpska incentive. This article shows what the 2026 rulebook actually covers and what does not count, and what to prepare. It applies to beneficiaries entered in the Republika Srpska registers. The rulebook has no separate measure for a joint brand or joint marketing: marketing appears only as part of the brand creation service, and anything joint is possible only through group certificates and cluster projects.
In short
- Incentive for standardisation and branding (Article 53): up to 50% of the money invested, at most 10,000 KM per beneficiary per year.
- The payment request goes to the Agencija za agrarna plaćanja (Agency for Agrarian Payments) by 30 November of the current year.
- Regional clusters can apply for local rural development projects (Article 54): up to 50% of the cluster's financial contribution, at most 50,000 KM, request by 30 June.
- The amount is set after all requests are processed, proportional to available funds, so the payout can be below 50%.
Who it applies to
Individuals, entrepreneurs and legal entities with residence or seat in Republika Srpska that carry out agricultural production there and are entered in the Register of Agricultural Holdings (commercial or non-commercial holdings), plus other subjects entered in the Register of Incentive Beneficiaries (Article 2). Processors and associations can qualify only through that second register, so confirm with the Agency.
Excluded, among others (Article 5):
- beneficiaries with passive status in the register,
- family farms whose holder did not report contributions for 2025,
- beneficiaries who did not pay the hail-protection fee for 2025,
- beneficiaries who gave false data in a request,
- beneficiaries with unpaid concession fees or lease payments for state agricultural land,
- beneficiaries who did not justify the previous year's incentive when the deadline had passed.
What the branding incentive covers
Article 53 lists three purposes:
- introducing quality and safety standards (good agricultural practice, integrated and organic production, including group certificates),
- branding agricultural and food products meant for the market (brand creation service: design, marketing, packaging and similar),
- preparing the study or product specification needed to register a designation of origin, geographical indication or traditional speciality guaranteed.
Group certificates are named expressly, but the rulebook does not say how the cost of a group certificate or a shared design is divided among members. Ask the Agency before investing.
What to do
- Check you are registered and that none of the Article 5 exclusions applies.
- Sign a contract before paying: for preparing the standard, for the brand creation service, or for the study or specification.
- Pay the whole investment yourself through a bank account. Invoices from the current year must be in your name, with your tax ID (JIB), plus a bank statement as proof of payment (Article 3). Costs in Article 4 are not eligible, for example salaries, rent, payment in kind, leasing, used equipment; fees of advisers, architects and engineers and feasibility studies are also excluded. Before paying, confirm with the Agency that your design, marketing or study invoice will be accepted under Article 53.
- Submit the request to the Agency with: the contract, the invoices, and a copy of the certificate, study or specification issued by a registered institution.
- The Agency decides by a written decision within 60 days after the request deadline (Article 2).
- Keep the documents for at least three years after receiving the funds.
For clusters and rural development projects (Article 54) attach: the statute of the local cluster with a management board, decisions of the cluster assembly and board, the project proposal on Form 29g, municipal confirmation that it matches the local strategy, and the board's confirmation that the project uses no other incentive. A spending report on Form 30 is due within 90 days of payment, and the incentive can be received only once for the same project.
Deadlines and amounts

Payment follows the ranking list until the annual funds run out; anyone who received funds under this article in the last three years is not eligible this year.
This describes the version published in Službeni glasnik RS no. 16/26 of 27 February 2026. A new rulebook is adopted each year, so check amounts and deadlines for 2027 when it is published.
Tips
- Each beneficiary applies separately, and the contract and invoices must be in the applicant's own name (Article 3). Before ordering a shared design, ask the Agency whether the cost can be split among members.
- Start with the standard and product specification; without them there is no protected designation of origin.
- Plan to pay the whole investment up front from your own funds. The incentive arrives afterwards and can be below 50%.
Where to go
- Agencija za agrarna plaćanja, Banja Luka: 051/338-549, aaprs.info@mps.vladars.net
- Municipal agriculture service (Trebinje, Bileća, Gacko, Ljubinje, Nevesinje), for cluster projects only: confirmation of fit with the local strategy.
