How to find EU and donor funding calls in BiH and prepare before they open

Published: 7 October 2026Updated: 8 October 2026Author: AgroTour Connect team
In brief

Calls of programmes run by the European Commission and calls of the EU Delegation to BiH appear on the Funding & Tenders Portal and in the "EU Funding & Me" app. Interreg programmes and donors such as UNDP publish calls on their own sites. An application takes months, so register your organisation and prepare documents before a call opens.

A call for proposals is often open for only a few months, and to apply you need a registered organisation, partners and a budget. If you start on this only when the call is published, you will usually run out of time. Below is where calls are published and how to read them. Earlier funded projects and an overview of agri-food calls are in the article "EU support for agri-food and rural tourism in BiH: what was funded and where calls appear", and cross-border and regional funds are in "Cross-border and regional funds for rural tourism: Interreg IPA and Western Balkans Fund".

In short

  • Calls of programmes run by the European Commission (for example Horizon Europe, Erasmus+, LIFE) are published on the Funding & Tenders Portal. Calls of the EU Delegation to BiH also appear on the portal, but their documents are in the PROSPECT system, which the call page links to. One example is the civil society and media call, published on the Delegation's site on 16 February 2026. That call is closed and was not meant for farms, so it is listed here only to show where such calls appear.
  • "EU Funding & Me" is the Commission's official app, synchronised with the portal. You can use it to search and save calls and to track deadlines. How and where to submit an application is written in the documents of each call.
  • Donor calls (UNDP and others) are on the donors' own pages, and Interreg calls are on the programme's own site. Interreg applications are not submitted through the Funding & Tenders Portal but in the programme's own system (Jems in the example below).
  • On the portal, the "Forthcoming" status marks calls that are announced but not yet open.
  • Example of timing: the 2nd call of Interreg IPA Croatia, BiH, Montenegro (now closed) was published on 7 March 2025 and closed on 6 June 2025, about three months later.

Who it applies to

Farms, sole traders, cooperatives, associations and local communities in East Herzegovina that are planning a project funded by the EU or a donor. Many calls require a legal entity, so a single farm often needs a cooperative, an association or a partner. Calls on the portal are mostly meant for organisations and consortia, so first check eligibility for your type of organisation.

What to do

  1. Install the app and open the portal. "EU Funding & Me" is on Google Play and the App Store. The Vanjskotrgovinska/Spoljnotrgovinska komora BiH (Foreign Trade Chamber of BiH) says you can save a call, turn on alerts for new calls and add a deadline to your phone calendar.
  2. Search the portal. Under "Funding / Calls for proposals" you can filter by programme and status: Forthcoming (not yet open), Open for submission and Closed. The first two are ticked by default. You can also subscribe to the RSS feed of new calls.
  3. Know the difference between a call and a topic. A call groups several topics from the same policy area. Each topic has its own opening and closing date, and proposals submitted to the same topic are evaluated together and compete against each other. An application is always for one topic. You reach the topic page by clicking its title in the search results.
  4. Read the conditions before you develop an idea. On the topic page, check who may apply (type of organisation, country, minimum number of partners), what is funded, which costs are eligible and how much own contribution is required. Also check how the deadline works: a single stage, two stages (a short outline first) or several cut-off dates during the year.
  5. Register your organisation early. To apply through the portal, every participant needs a 9-digit Participant Identification Code (PIC), which is entered in the application form. Validation of the organisation's data is requested only if your proposal is successful. After validation, the organisation appoints a representative (LEAR) who then manages its data in the register. Get the PIC early and prepare the validation documents in advance.
  6. Keep a basic document pack ready. Have your registration certificate, proof of address, details of the responsible person, bank details and a short description of earlier projects ready, including English versions.
  7. For donor calls, follow the donor's page. UNDP publishes procurement notices and calls at procurement-notices.undp.org, where you can filter by region (BiH is under Europe & CIS) and notice type. Some calls for proposals are marked CP-QB-FBS (Call for Proposal - Quality Based Fixed Budget), but many have no type code, so also search by title ("Call for Proposals", "CFP"). UNDP in BiH publishes its grant calls on a separate site, javnipoziv.undp.ba. RFP, RFQ, ITB, EOI and IC (Individual contractor) notices are for buying goods and services or hiring individual experts, not for grants.
  8. Follow domestic sources. The Direkcija za evropske integracije BiH (Directorate for European Integration) lists the EU programmes BiH takes part in and points to the competent institutions. Also check whether your project fits a smaller call run by project implementers. Check the conditions of such calls on the page of the organisation that runs them.

Deadlines

Deadlines and amounts differ from call to call and cannot be assumed in advance. Always check opening and closing dates on the topic page. In the Interreg example, about three months passed between publication and deadline. Other calls may give you less or more time. In that time you have to find partners, write the project and prepare the budget.
