Businesses that provide accommodation to guests in Republika Srpska file a monthly report on tourists and nights (TU-11) with the Republika Srpska Institute of Statistics, by the 7th of the month for the previous month. Arrivals and nights are copied from the guest book. The report goes to a regional unit of the Institute, for example the one in Trebinje.
Every business that rents out accommodation to guests must report its number of guest arrivals and nights to the Republika Srpska Institute of Statistics (Republički zavod za statistiku) once a month. It is not the same as registering your guests or paying the tourist tax. The figures are used for official tourism statistics.
In short
- The form is the Monthly report on tourists and nights (TU-11).
- Deadline: by the 7th of the month for the previous month. The report for September is due by 7 October.
- One report per accommodation facility, filed with a regional unit of the Institute.
- The figures come from the guest book the facility keeps.
- The Institute publishes totals for Republika Srpska about 27 days after the month ends. Individual facilities are not named.
Who it applies to
According to the Institute's methodology (last updated 1 April 2026), the reporting units are all businesses registered for accommodation and food service activities. They also include businesses whose main activity is something else (industry, construction, trade) but who also provide accommodation.
The form's list of facility types includes hotels, motels, guesthouses (pansion), hostels, campsites, mountain huts, holiday resorts and overnight lodgings, and also rural households, rooms for rent, apartments and holiday houses.
The methodology leaves out non-commercial accommodation in houses and flats, and agencies engaged in tourism intermediation. The instructions on the form, however, list organisations that arrange accommodation for guests in private rooms and rural households among those who file. If you arrange accommodation for others, ask the regional unit whether you must report. If you rent rooms as a registered business, assume you must.
What to do
- Download form TU-11 (PDF or Excel) from the Institute's page and read the instructions at the end of the form.
- Fill in a separate report for each facility. Enter the business name, registration number, the JIB of the business unit, municipality and settlement, and the type and category of the facility as stated in your latest categorisation decision (the codes are in the annex to the form). If the facility has not been categorised, enter code 2200 (uncategorised facility).
- In table 1 enter capacity: the number of households renting rooms, apartments, holiday houses and camp units; the number of rooms, apartments and camping pitches; the number of permanent beds on the last working day of the month; the number of operating days; the number of rooms, apartments and pitches let. Capacity is counted in days, so rooms are multiplied by operating days. The form's example: 50 rooms open for 30 days give 1,500 available rooms for the month.
- From the guest book, copy the arrivals and nights of domestic guests by place of residence (table 2: Republika Srpska, Federation of BiH, Brčko District) and of foreign guests by country of residence (table 3). In table 4, split guests by type and purpose of travel: individual or group, business or other.
- If the facility was closed for part of the month (seasonal break, renovation), enter the closing and reopening dates.
- Add a contact person, the date, a signature and a stamp, and hand the report to the regional unit by the 7th. The form and the methodology do not say whether it can be delivered in person, by post or electronically, so ask the unit by phone.
How it relates to the guest book
The Institute names guest books as the source of its data, so the report is filled in from them. If the book is kept properly, TU-11 is simply the month's entries added up: how many guests arrived and how many nights they spent, grouped by residence. Record each guest's residence correctly, because tables 2 and 3 are filled in from it.
In the statistics, a tourist is anyone who spends at least one night in a hotel or other accommodation outside their place of residence. Children count as guests even when they do not take a separate bed. Staff, the owner of the facility and the owner's household members do not count, nor do people who live in the facility permanently. The Institute publishes arrivals and nights, not the number of different tourists.
The report to the Institute does not replace the registration of foreign nationals or the calculation and payment of the tourist tax. For how to keep the guest book and tourist tax records, see the articles "Records for rural accommodation in Republika Srpska: guest book and tourist tax", "Registering foreign guests in BiH: 12-hour deadline, guest book and eStranac" and "Tourist tax (boravišna taksa) in Republika Srpska: who pays, how much, when".
Deadlines and penalties
- The report is filed monthly, by the 7th of the month for the previous month.
- The duty to supply data comes from the Law on Statistics of Republika Srpska. The law sets a fine for not supplying the data within the set deadline, for supplying incomplete or inaccurate data, or for preventing checks of the data supplied (articles 30 and 31). The fine is 500 to 15,000 KM for a company, institution or cooperative, 200 to 1,700 KM for its responsible person and 50 to 1,700 KM for a natural person. The law (Službeni glasnik Republike Srpske, no. 85/03) has not been amended since it was adopted in 2003, so these amounts are still in force.
