Bileća municipality and farmers: what it offers, land leases and where notices appear

Published: 7 October 2026Author: AgroTour Connect team
In brief

Bileća municipality has a small budget of its own for farmers (KM 116,248 in subsidies to producers in 2024), and its website shows no standing public call for incentives. The most concrete offer is a lease of state and municipal farmland at KM 40 to 100 per hectare a year, which the Assembly decided on 29.5.2026 and which is announced on the municipal notice board and in the municipal gazette.

Bileća municipality has its own budget line for subsidies to farmers (KM 116,248 in 2024), but most cash incentives come through Republika Srpska measures. The municipality's official website shows no standing public call for agricultural incentives. The figures below come from the municipality's own documents.

In short

  • The municipality's 2024 budget execution report lists KM 116,248 in subsidies to agricultural producers, out of KM 670,470 in total subsidies. The rest goes to school transport, a wastewater treatment plant and other items.
  • On 29.5.2026 the Municipal Assembly decided to publish a public notice inviting written offers to lease agricultural land owned by Republika Srpska and by Bileća municipality.
  • Annual rent runs from KM 100 per hectare (class I) down to KM 40 per hectare (classes VI, VII and VIII).
  • From 2021 to 2023 the municipal notice board carried calls from the EU4Agri project. The municipality only passed them on, and they are not municipal incentives.
  • In September 2026 a municipal Development Strategy to 2032 was presented. It covers agriculture and rural development, but it is a plan, not a call for applications. The Municipal Assembly is due to discuss it at one of its next sessions.

Who it applies to

Registered farms, sole traders and companies working in agriculture in Bileća municipality. Lease offers may come from companies and sole traders registered for agricultural activity and from individuals engaged in farming.

What to do

  1. Watch the municipal notice board and the municipal gazette (Službeni glasnik opštine Bileća). According to the decision, the lease notice appears in both places and stays open for 15 days from publication, so it is easy to miss.
  2. Ask the Department for Economy whether the lease notice is out yet. The Assembly decided on it on 29.5.2026. As of 7.10.2026 the notice had not appeared in the municipal gazette (no. 5 of 2.7.2026 and no. 6 of 14.8.2026) or among the notices on the municipal website. It may have been posted only on the notice board in the municipal building.
  3. The lease figures in this article come from the Assembly decision, not from the notice. The decision entered into force on the eighth day after it was published in the gazette of 5.6.2026, and the final terms in the notice may be different. What applies is the published notice and the Republika Srpska rulebook on leasing state-owned agricultural land (Pravilnik o postupku davanja u zakup poljoprivrednog zemljišta u svojini Republike Srpske), which the decision refers to. Read both before you make an offer.
  4. Prepare a written offer for the parcels listed in the notice. The notice gives the exact list of documents to attach.
  5. Priority order: first come those who applied to renew an earlier lease contract but could not renew it because they were not able to use the whole area covered by that contract. Next come those who have no concession contract on land in Bileća.
  6. Pay the first year's rent before the contract is signed, minus the deposit you have already paid. For later years, pay the full rent 30 days in advance.
  7. For cash incentives under Republika Srpska measures, see the articles "Republika Srpska farm incentive rulebook 2026: measures and how to apply" and "Registering a farm in the Republika Srpska farm register: documents, yearly update, subsidies".

Deadlines and amounts

  • Rent per hectare per year: class I KM 100, class II KM 90, class III KM 80, class IV KM 70, class V KM 60, classes VI, VII and VIII KM 40.
  • Lease term: up to 25 years for orchards, vineyards and other perennial plantings. For livestock farming the decision says 8 years and then, in brackets, a range of 8 to 12 years, with the option to extend. Check the exact term in the notice or with the Department for Economy.
  • Largest area per offer: company up to 200 ha, sole trader up to 150 ha, individual up to 100 ha.
  • These amounts and terms come from the Assembly decision. The published notice sets the final terms.
  • Each notice states its own deadline for offers. The municipality does not publish incentive calls on a fixed schedule.

Where to go

  • Opština Bileća, Odjeljenje za privredu, društvene djelatnosti i inspekcijske poslove (Department for Economy, Social Activities and Inspection, which also runs agricultural incentive measures): Kralja Aleksandra 28, 89230 Bileća, phone 059 380 502, extension 143. Head of Department: Ognjen Kapor.
  • It is best to call first. The municipal website lists two e-mail addresses (privreda@opstinabileca.ba and opprivreda@opstinabileca.ba), so write to both or ask on the phone which one they use.
  • Official website of Bileća municipality, sections Konkursi (calls), Oglasi i obavještenja (notices) and Službeni glasnici (gazettes).
