In brief

The Chamber of Commerce of Republika Srpska has a regional office in Trebinje (Svetosavska 22) for the city and eight municipalities. Companies are members by law and pay a fee; sole traders and agricultural cooperatives can join on request. The Chamber offers joint fair stands, training, export certificates and the "Naše je bolje" programme.

The Chamber of Commerce of Republika Srpska (Privredna komora Republike Srpske, the Chamber) is based in Banja Luka. By law it is an independent professional business organisation, not part of government. The south-east of Republika Srpska is covered by its regional office, Područna privredna komora Trebinje (Trebinje Regional Chamber). Companies, sole traders and cooperatives from the area can use it for joint fair stands, training and export certificates, and companies pay a membership fee by law.

In short

  • The Trebinje regional chamber covers the city of Trebinje and the municipalities of Bileća, Gacko, Ljubinje, Nevesinje, Berkovići, Foča, Kalinovik and Istočni Mostar.
  • Companies become members by law when they are entered in the court register, and they must pay the membership fee.
  • Sole traders and agricultural cooperatives can join if they ask. The fee decision does not set their amount: the Chamber's Management Board (Upravni odbor) fixes it on admission.
  • Companies founded and registered in 2025 or 2026 pay no fee for 2026.
  • The Chamber organises joint stands at fairs and training courses, issues foreign-trade certificates and runs the "Naše je bolje" programme.

Who it applies to

The fee is compulsory for companies, banks, insurers and other financial organisations operating in Republika Srpska. Business associations, sole traders (preduzetnici), agricultural cooperatives and others whose activity matters to the economy can join on request. The law does not mention farm households that are not registered as a sole trader, cooperative or company. If you run such a farm, ask the Trebinje office whether you can join.

What the chamber offers

  • Fairs: the Centre for Business Internationalisation (Centar za internacionalizaciju poslovanja) in Banja Luka organises joint stands at fairs at home and abroad. In 2026 these included the International Agricultural Fair in Novi Sad and Banja Luka EXPO, both in May 2026. The Chamber's page does not announce a next fair at the moment, so ask the Centre about future fairs (contacts are on the Fairs page).
  • "Naše je bolje" (Ours is better): the Chamber's programme promoting domestic products. Its mark carries the words "Proizvedeno u Srpskoj" (Made in Srpska). The programme page does not list conditions for taking part, so ask Jelena Rodić at the Centre for Business Internationalisation: +387 51 493 123, jelenat@komorars.ba. In Trebinje the programme has held a product fair for several years on Preobraženje, the city's patron day. This year it was on 19 August 2026 in Dučićeva Street, with producers from East Herzegovina, from Trebinje to Foča and Kalinovik.
  • Training: seminars, workshops and an e-learning platform, announced on the Edukacije (Training) page. In 2026 Trebinje hosted courses in digital marketing and for road-transport dispatchers, aimed at unemployed people. They were part of the project "LPZ Istočna Hercegovina - Zajedno do radnih mjesta" (Local Employment Partnership East Herzegovina), under the EU programme for local employment partnerships (LEP II). Certificates were handed out on 13 July 2026 at the Innovation and Entrepreneurship Centre in Trebinje.
  • Foreign-trade certificates (public authorisations): certificate of BiH origin of goods, force majeure certificate, end-user certificate for imported goods, ATA carnets and other documents listed on the Chamber's page. Certificates of origin are certified by the regional chambers, including Trebinje. The page gives no prices or procedure, so check with the Chamber before you apply. Proof of origin for exports to the EU is covered in the article on EUR.1 and the origin declaration.
  • Advice and data: business information, a certificate of a company's financial standing and the Business Register of Republika Srpska (Poslovni registar RS).

What to do

  1. Check whether you must pay: every company entered in the court register must.
  2. If you are a sole trader or cooperative, send a membership request to the Trebinje regional chamber. Attach a copy of your registration decision or other proof of registration.
  3. If you are a company, wait for the fee statement the Chamber sends you (form ČLPK 2 for income up to 600,000 KM, ČLPK 1 for higher income) and pay into the Trebinje regional chamber's account given on the form. The law and the decision say payment is checked when the annual accounts (godišnji obračun, the yearly financial statements) are submitted, and proof of payment (payment order or certified statement of open items, IOS) must go with them. They do not say to which office, so check this with your accountant or the Trebinje office. If the amount is unclear, contact the Trebinje office.

Deadlines and amounts

The decision for 2026, applied from 1 March 2026, calculates the fee from total income in the 2025 income statement:

  • income up to 360,000 KM: 0.05% of income per year (example: income of 100,000 KM means a fee of 50 KM);
  • income from 360,000 to 600,000 KM: 180 KM per year, or 15 KM per month;
  • income from 600,000 to 100,000,000 KM: 0.03% of income per year, paid monthly, at most 20,000 KM per year;
  • income above 100,000,000 KM: 0.02% of income, paid monthly, at most 7,500 KM per month.

Smaller payers (income up to 600,000 KM) pay in two instalments, based on statements the Chamber sends by 20 June and by 20 November (form ČLPK 2). Payers with income above 600,000 KM pay monthly, based on a statement sent by the 20th of the month (ČLPK 1). Anyone who pays the full 2026 fee by the end of the second quarter gets a 10% discount.

Until official data for 2025 are published, the fee is invoiced provisionally at last year's level, and the final amount is set later. A firm in economic difficulty can send the Chamber's Management Board a reasoned request for an agreement on how and how much it pays. The decision is adopted every year, so amounts for 2027 may differ.
