Kalinovik municipality: farm subsidies from the municipal budget

Kalinovik's 2026 budget plans 170,000 KM for farm incentives and 36,000 KM for the veterinary clinic. On 24.06.2026 the Assembly adopted a Programme with 11 purposes. Amounts and deadlines are set in a rulebook issued by the mayor. The 2026 rulebook was not published by 7.10.2026, so the 2025 amounts are given, such as the milk premium of 0.15 KM per litre.

Kalinovik municipality runs its own support programme for agriculture, separate from the Republika Srpska incentives. It is for farms and legal entities based in the municipality.

In short

The 2026 municipal budget, adopted on 29.12.2025, is 6,250,000 KM. The municipality announced 381,000 KM for agricultural subsidies, but that budget line also holds 120,000 KM for JKP "Rad" (the communal water and sewerage company) and 50,000 KM of business subsidies. Farm incentives as such get 170,000 KM, the veterinary clinic 36,000 KM and producers selling through "Kalinovačka kuća" 5,000 KM. A separate grant of 86,000 KM is planned for the farmers' association.
On 24.06.2026 the Municipal Assembly adopted the Programme of agricultural subsidies for 2026 (Službeni glasnik opštine Kalinovik, the municipal official gazette, no. 4/26). It lists 11 purposes: milk collection and premium, the veterinary service, new machinery, cow-calf herds, sheep, bees, greenhouses, laying hens, piglets, the "Kalinovačka kuća" outlet and emergency aid. Compared with 2025, machinery and piglets are new, and seed packages are no longer listed.
Amounts and deadlines are not in the Programme but in a rulebook issued by the mayor. We did not find the 2026 rulebook on the municipal website or in the gazettes up to no. 6/26 of 21.09.2026 (checked on 7.10.2026), so the 2025 rulebook is described here as a guide.
On 16.09.2026 the Assembly started work on a budget revision, because the municipality is receiving 558,429 KM of Republika Srpska money for infrastructure projects. It is not yet known whether the amounts for agriculture will change.

Who it applies to

Legal entities and farms based in Kalinovik municipality. Under the 2025 rulebook some purposes have extra conditions. Cow-calf support requires at least three beef or dual-purpose cows whose only income is the calves they raise. Sheep and goat support requires at least 10 breeding sheep or goats. For 2026, check the conditions in the new rulebook.

What to do

Also check the notice board of the Municipal Administration. Calls and rulebooks are published there.
For livestock (2025 rulebook): attach a certified confirmation from the veterinary service that the animals are on your holding, with each animal's identification number. Also attach a certified statement that you will not sell or otherwise dispose of the animals for at least three years, except in case of disease or death. For cow-calf support, add copies of the cows' and calves' passports.
Submit the payment request to the Municipal Administration before the deadline. In 2025 the request and statement forms were part of the rulebook.
Under the 2025 rulebook, support for greenhouses, laying hens and seed goes through the association of agricultural producers, which chooses the recipients. For bees, the beekeepers' association files the request on behalf of its members.

Deadlines and amounts

The amounts are from the 2025 rulebook (no. 02-330-11/25 of 16.10.2025, amended on 20.11.2025). They may differ for 2026:

Milk premium: 0.15 KM per litre, paid directly into the producer's account. You deliver the milk to the collection organiser, who submits a request every month, by the 10th of the following month. The premium is still paid in 2026: in a conclusion of 24.06.2026 the Assembly says dairy farmers currently receive a subsidy of 15 fenings (0.15 KM) per litre, which it calls the highest municipal premium in Republika Srpska. The same conclusion asks for the dairy farmers' request to be considered in the 2026 rulebook.
Cow-calf: up to 50 KM per head, request by 30 November.
Sheep and goats: up to 10 KM per head, request by 20 November. The amendment of 20.11.2025 added goats (the condition is still at least 10 breeding animals) and moved the deadline from 10 to 20 November. The mayor signed the amendment on 20.11.2025, the day of the new deadline itself, and it took effect on that day.
Bees: up to 13 KM per colony, depending on available funds. The beekeepers' association files the request by 30 November.
Veterinary service (for the registered veterinary organisation, not for farms): at most 36,000 KM a year. Requests are filed every quarter; for the fourth quarter, by 30 November.
"Kalinovačka kuća": 20% of the value of the product sold, after the margin is deducted, for those who have a contract with JU Turistička organizacija Kalinovik (the Kalinovik tourist organisation, a public institution).
Emergency aid: for damage from fire, lightning and natural disasters, based on an assessment by the competent commission or institution.

No deadline for 2026 has been published. The 2025 rulebook was issued only on 16 October, so expect the calls in autumn.

The call for capital investments posted on the municipal website is a Republika Srpska call, issued by the Agencija za agrarna plaćanja (Agency for Agrarian Payments).
