Republika Srpska refunds up to 60% of the insurance premium paid for primary farm production (livestock, fruit and vines, vegetables and field crops), at most 50,000 KM per beneficiary. The claim goes to the Agency for Agrarian Payments by 30 September of the current year, so the 2026 deadline has passed.
Each year the Ministry of Agriculture, Forestry and Water Management of Republika Srpska co-finances the premium for insuring primary agricultural production through its rulebook on cash incentives. It concerns farmers entered in the Register of Agricultural Holdings in Republika Srpska, including holdings in Trebinje, Bileća, Gacko, Ljubinje and Nevesinje. This describes the 2026 rulebook.
In short
- The incentive is up to 60% of the insurance amount, at most 50,000 KM per beneficiary.
- Three types of production are covered: livestock, fruit and vine growing, and vegetable and field crops.
- The claim goes to the Agencija za agrarna plaćanja (Agency for Agrarian Payments) by 30 September of the current year at the latest. The 2026 deadline has passed.
- The final percentage within the 60% ceiling is set by the Agency director in a decision after the submission deadline.
Who it applies to
- Individuals, sole traders and legal entities resident or seated in Republika Srpska, farming on its territory and entered in the Register of Agricultural Holdings (commercial or non-commercial).
- Excluded, among others: holdings with passive status in the Register, family holdings whose holder did not report the contribution obligation for 2025 to the Tax Administration, beneficiaries who have not paid the 2025 hail protection fee, beneficiaries with overdue concession fees or rent for state-owned agricultural land, beneficiaries who did not account for last year's incentive once the deadline had passed, and those who gave false data in a claim. The Agency checks this ex officio.
What to do
- Take out an insurance policy for the current year. It must come with a list of insured animals and a list of insured parcels.
- Pay the premium through a bank account and keep proof of payment (bank statement for individuals and legal entities).
- Fill in the claim on Form 1 or 2 from the annex to the rulebook. For individuals the claim is submitted by the holder of the holding, or, if the holder is prevented, by an authorised person with a certified power of attorney.
- Submit the claim with the policy, the lists and proof of payment to the Agency for Agrarian Payments by 30 September.
- Wait for the Agency director's decision. It is issued at the latest 60 days after the submission deadline, for 2026 by 29 November 2026. Payment goes directly to the account recorded in the Register.
Deadlines and amounts
- Claim deadline: 30 September of the current year (expired for 2026). The 2026 rulebook counts insurance paid in the accounting period from the end of the 2025 submission deadline to the end of the 2026 deadline. Premium paid after 30 September 2026 does not fall into this period, and the terms for the next period are set by the new rulebook.
- Amount: up to 60% of the insurance amount, maximum 50,000 KM per beneficiary.
- The rulebook is issued every year. Check the new rulebook on the Ministry's page for terms and deadline before buying next year's policy.
