Republika Srpska tourism funding: who can apply and how much

The Republika Srpska Ministry of Trade and Tourism (Ministarstvo trgovine i turizma) awards earmarked tourism development funds through a public call and a dedicated government decree. This applies to rural tourism hosts, restaurants, associations and municipalities in Republika Srpska, including East Herzegovina.

In short

• The rules are set by the Decree on conditions and criteria for awarding earmarked funds for tourism development (Official Gazette of RS no. 85/26 of 9 September 2026, in force from 17 September 2026). It was adopted under art. 90 of the new Law on Tourism (Official Gazette of RS no. 49/26) and replaced the earlier Decree 106/23 (art. 23).
• Funds cover promotion of destinations and participation in events, tourist infrastructure and superstructure, improvement of the existing offer, domestic and inbound tourism, related activities (hospitality, services, culture, sport) and regular activities of tourism entities (art. 3).
• The 2026 call was published on 21 May 2026, still under the earlier Decree 106/23. At the time of writing it is not open. The Decree sets no fixed maximum per project: each call states its own maximum amount and deadline. One applicant may submit only one application per call (art. 6).
• The minister may award amounts up to 10,000 KM by decision outside a call. An application can be filed throughout the budget year, but with only one project proposal per year (arts. 5 and 14). Funds can also be awarded by an act of the RS Government or as a subsidy to public enterprises (arts. 5 and 15). Check with the Ministry whether this track is currently accepting applications.
• Dates and amounts of the next call are not known in advance. Calls are published on the Ministry page, in the RS Official Gazette and in a daily newspaper (art. 6).

Who it applies to

Eligible are entities registered in Republika Srpska or Brčko District of BiH for tourism, hospitality or activities directly related to tourism (art. 4):

• companies and entrepreneurs;
• individuals providing hospitality services in a rural tourism facility, apartment, holiday home or rented room;
• associations, NGOs and other non-profits;
• local government units, municipal or city tourist organisations and other public institutions and legal entities founded at local level;
• public institutions and public enterprises.

Conditions: registration must be completed before the day the call is issued, and by the closing day you must have submitted the report and justified any funds the Ministry awarded in earlier years (art. 7).

What to do

1. Watch the Ministry page and the RS Official Gazette.
2. Download the application form from the Ministry page and describe your project.
3. For a call, collect the documents (art. 8): signed and certified application, court certificate that no restructuring, liquidation or bankruptcy proceedings were filed, Tax Administration of RS certificate of paid obligations (not older than 60 days from the call), copy of the bank contract or signature card, and proof of payment of the republic administrative fee (unless exempt). The call may also require special documents, for example a building permit, legal basis for using the property, price quotes (art. 9).
4. For amounts up to 10,000 KM (art. 14) you need: signed and certified application, a copy of current proof of registration, a copy of proof of the unique identification number (JIB), and a bank contract or signature card. The report on earlier funds must be submitted and justified on the day you apply.
5. Submit at the address and in the way stated in the call (Ministarstvo trgovine i turizma, Trg Republike Srpske 1, 78000 Banja Luka).
6. After the decision and contract, report spending; without justified funds you cannot apply again.

Deadlines and amounts

• 2026 call: closed. The maximum amount per project and the deadline are stated in the text of each call (art. 6).
• Scoring (arts. 11 and 12): up to 100 points, at least 50 needed for funding. Fit with Ministry plans up to 10, contribution to the tourism offer up to 50, contribution to the social and economic environment up to 40.
• Incomplete or late applications are not considered.
