Republika Srpska co-finances perennial plantings, hail nets and irrigation equipment: 40% of costs for commercial farms, 20% for non-commercial ones. The 2026 public call closed on 6 May. Holders of a decision reserving funds must invest and file the payment request by 15 October 2026.
Republika Srpska co-finances new orchards and vineyards, hail nets and irrigation equipment through its capital investment subsidies for agricultural production. It applies to farmers entered in the Register of Agricultural Holdings (RPG), including producers in East Herzegovina. The rulebook was published on 7 April 2026 in Službeni glasnik RS no. 29/2026 and entered into force on 15 April 2026. It applies to 2026 only.
In short
- The subsidy is 40% of eligible costs for commercial farms, entrepreneurs and legal entities, and 20% for non-commercial farms.
- Instead, 50% (commercial farms and entrepreneurs) or 25% (non-commercial farms) if the holding is at or above 600 m altitude, the holder is up to 40 years old (born 1986 or later) or a woman and registered in the RPG by 31 December 2025, or the holding is in conversion or certified organic. Legal entities do not get this increase, and it does not apply to hail nets.
- For hail nets the rate is 70% (commercial farms, entrepreneurs, legal entities) or 35% (non-commercial farms).
- Caps per subsidy basis (one article of the rulebook): 50,000 KM (non-commercial), 100,000 KM (commercial), 200,000 KM (legal entities and entrepreneurs).
- Caps per hectare: up to 25,000 KM for a perennial planting, 40,000 KM for hail nets, 10,000 KM for irrigation.
Who it applies to
Natural persons, entrepreneurs and legal entities with residence or seat in Republika Srpska, registered in the RPG as commercial or non-commercial holdings. Among others, these cannot claim: holdings with passive RPG status, holdings that had not completed the regular annual RPG data update when the public call closed, family farms whose holder did not report the 2025 contributions obligation to the Tax Administration of Republika Srpska, and those that did not pay the 2025 hail protection fee.
What is supported

Vineyards and olive groves: at least 0.3 ha, vines with 3,000 grafted cuttings per hectare, olives with 200 plants per hectare. Planting in autumn 2025, or spring or summer 2026.

What to do
Applications for 2026 are no longer accepted. If you hold a decision reserving funds, make the investment and file the payment request by 15 October 2026 at the latest. The decision itself also states the realisation deadline, so check it. For next year, follow the new rulebook and public call. The procedure under the 2026 rulebook:
- Check that your holding is up to date in the RPG and that none of the Article 3 conditions excludes it.
- Follow the public call of the Agencija za agrarna plaćanja (Agency for Agrarian Payments). The application goes on Form 1, for one subsidy basis only, by registered mail or through the Central Registry Office of the Government of Republika Srpska, in an envelope marked "Ne otvaraj - javni poziv, kapitalne investicije".
- Attach a quotation or invoice for planting material or equipment. Perennial plantings and hail nets also need a plan for establishing and maintaining the planting (Form 6). For wells, reservoirs and pump stations, business entities (legal entities and entrepreneurs) attach a project and a water consent, and natural persons attach the parcel number with proof of right of use. Electrification also needs an electricity-supply consent.
- After the decision reserving funds, make the investment and file the payment request on Form 2 with invoices and proof of payment. Hail nets also need a certified statement on Form 3 that you will not sell the equipment for at least three years. Plantings also need a plant-quality declaration and a certificate of varietal purity and health, not older than one year.
- Payment follows a commission check on site (for irrigation, a random sample is checked).
- If funds are not enough for everyone, applications are scored, and among equal scores the earlier application wins.
