Capital investment subsidies in Republika Srpska agriculture 2026: what is covered

Published: 6 October 2026Author: AgroTour Connect team
In brief

For 2026 Republika Srpska refunds 20 to 40% of eligible investment costs for machinery, livestock, greenhouses, orchards, processing, fish farms and solar panels. Special cases get 25 or 50%, anti-hail nets 35 or 70%. The call closed on 6 May 2026; payment requests are due by 15 October 2026.

The 2026 Rulebook on capital investments in agriculture refunds part of what a farmer spends on machinery, equipment, buildings and plantings. It applies to holdings entered in the Register of Agricultural Holdings, including those in East Herzegovina. The 2026 call is closed, but the rules and procedure recur each year, so it pays to prepare in advance.

In short

  • The base rate is 40% of eligible costs for commercial family holdings, entrepreneurs and legal entities, and 20% for non-commercial holdings.
  • The rate is 50% or 25% (50% for commercial holdings and entrepreneurs, 25% for non-commercial holdings) if the holding is at 600 m altitude or higher, if the holder or entrepreneur is aged up to 40 (born 1986 or later) or a woman, registered in the RPG by 31 December 2025, if the holding is organic or in conversion, or if the purchase is a tractor attachment made in Republika Srpska. The increased 50% or 25% rate does not apply to legal entities. Anti-hail nets get 70% or 35%.
  • Cap per single basis: 50,000 KM (non-commercial), 100,000 KM (commercial), 200,000 KM (legal entities and entrepreneurs).
  • You apply only through a public call; the 2026 call was open 15 days, until 6 May 2026.
  • The investment and the payment request must be done by 15 October 2026 at the latest.

Who it applies to

  • Individuals, entrepreneurs and legal entities residing or seated in Republika Srpska, farming there, and entered in the Register of Agricultural Holdings (RPG) as commercial or non-commercial.
  • Not eligible: holdings with passive status, those that did not complete the annual RPG update by the close of the call, family holdings whose holder did not declare contributions for 2025, those that did not pay the 2025 anti-hail fee, those that gave false data, and cooperatives with a negative audit report. The Agency checks this itself.

What is supported

  • New machinery: combines, tractors, tractor attachments and cabs, crop-protection drones, navigation and autopilot, self-propelled mulchers and tillers, automated fruit harvest and pruning equipment. A tractor or combine requires a minimum area of arable land in the RPG (for example 2 ha for a tractor up to 65 kW, 10 ha for a combine). An attachment must cost at least 1,000 KM.
  • Livestock: equipment for cattle, pig, sheep, goat and poultry farms and beekeeping, new buildings (minimum 10,000 KM of investment), manure lagoons and silage trenches, foundation herd (5 to 30 cattle, up to 50 pigs or sheep, up to 30 goats).
  • Crops: polytunnels (from 300 m2) and greenhouses (from 500 m2), perennial plantings (at least 0.5 ha of fruit, 0.3 ha of vineyard or olives, 0.1 ha of berries), anti-hail nets, irrigation equipment (up to 10,000 KM per hectare), box pallets (boks-palete). In Herzegovina the minimum area for box pallets is 0.5 ha per fruit species.
  • Processing: sorting, packing and processing equipment (family holdings from 2,000 KM, businesses from 10,000 KM) and new storage and processing buildings.
  • Fish farms (from 5,000 KM) and solar panels on production buildings (from 20,000 KM, up to 500 kW, not for commercial sale of electricity).
  • Spending counts from 1 January to 15 October 2026, and from 1 October 2025 for new orchards and vineyards.
  • Not eligible: VAT, used equipment and machinery, land and building purchase, reconstruction and adaptation, leasing, payment in kind or by offset, transport, customs, design and consultancy costs.

What to do

  1. Watch for the public call in a daily newspaper and on the website of the Agencija za agrarna plaćanja (Agency for Agrarian Payments). Applications sent before the call is published count as premature.
  2. Check that your RPG is up to date and that 2025 contributions and the anti-hail fee are settled.
  3. Submit Form 1 (application, fund reservation) with the documents for your chosen basis: quotes or invoices, and depending on the investment a building permit, an investment programme on Form 5 or an orchard plan on Form 6, a CIPS certificate and Form 4 for the 600 m rate. Send by registered mail or hand in at the Central Registry of the Government of Republika Srpska, in a closed envelope marked "do not open - public call, capital investments".
  4. Limit: one application per call, for one basis only (one article of the rulebook).
  5. The Agency processes applications, visits the site for new buildings and fish farms, and publishes a final list. If the funds needed exceed the planned funds, a commission scores applications, and ties go to the earlier applicant. The Agency director issues a decision reserving the funds with a deadline for the investment.
  6. Carry out the investment and pay through a bank account, then submit Form 2 (payment request) with invoices and proof of payment, plus a Form 3 statement that you will not sell or pledge the asset for at least three years. For a tractor or combine, submit instead a certified copy of the registration certificate noting that it will not be sold for five years.
  7. A commission checks the investment on site (by random sample for attachments, polytunnels and irrigation), and the Agency director approves payment by decision, up to the reserved amount.

Deadlines and amounts

  • Rulebook: published 7 April 2026, in force from the eighth day after publication.
  • 2026 public call: published 21 April 2026, applications until 6 May 2026 (closed).
  • Investment and payment request: by 15 October 2026 at the latest. All invoices, proofs of payment and permits must be issued by that date; a deadline in the reservation decision takes precedence.
  • A call for the next year needs a new rulebook. The date is not known, so follow the Agency website.
