Published: 6 October 2026Updated: 8 October 2026Author: AgroTour Connect team
In brief

Farm incentives in Republika Srpska for 2026 are set by a rulebook published in Službeni glasnik RS no. 16/26 (amended by 27/26, 52/26, 65/26 and 80/26), and requests go to the Agencija za agrarna plaćanja in Banja Luka. Each measure has its own deadline and many have passed for 2026; fruit, vegetables, buckwheat, medicinal herbs and organic production, for example, stay open until 30 November.

This article explains how the 2026 Pravilnik o uslovima i načinu ostvarivanja novčanih podsticaja za razvoj poljoprivrede i sela (Rulebook on conditions and manner of obtaining cash incentives for agriculture and rural development) is built, what it covers, and how to apply. It concerns farmers, sole traders and companies producing in Republika Srpska, including holdings in East Herzegovina.

In short

  • The rulebook was issued by the Minister of Agriculture, Forestry and Water Management on 25 Feb 2026, published in Službeni glasnik RS no. 16 of 27 Feb 2026, and applies from the eighth day after publication. It replaces last year's rulebook (no. 11/25 and its amendments). In 2026 it has been amended four times: nos. 27/26, 52/26, 65/26 and 80/26.
  • Requests go to the Agencija za agrarna plaćanja (Agency for Agrarian Payments); its director decides by decision within 60 days after the submission deadline.
  • Every measure has its own deadline. For 2026 these have already passed, for example: wheat (30 Apr), soy and sunflower (30 Jun), agritourism (30 Jun), premium per milking cow (31 Aug).
  • Still open per the rulebook text in no. 16/26: fruit, vegetables, buckwheat, medicinal herbs and organic production until 30 Nov; collecting subsidised diesel until 15 Nov.
  • Sample amounts: wheat 500 KM per hectare, diesel rebate 0.80 KM per litre, agritourism up to 50% of eligible costs, max 10,000 KM per beneficiary.

Who it applies to

Natural persons, sole traders and legal entities resident or registered in Republika Srpska, producing in RS and entered in the Registar poljoprivrednih gazdinstava (RPG, farm register) as commercial or non-commercial holdings, or in the register of incentive beneficiaries.

You cannot claim if, among other things:

  • the holding has passive status in the register,
  • the family holding's head did not report the 2025 contribution obligation to the Tax Administration of RS,
  • the 2025 hail-protection fee is unpaid,
  • you owe state agricultural land lease or concession fees,
  • you have not justified last year's incentive and the deadline for doing so has passed,
  • you gave false data in a request.

The Agency checks these ex officio.

How the rulebook is organised

Incentives fall into four groups:

  • Support to current production: livestock (premiums for breeding stock, milk, milking cows, fattening, beekeeping, horse breeding) and crops (fruit and vegetables, buckwheat and medicinal herbs, rebates for wheat, soy, sunflower and rapeseed, diesel rebate, seed and planting material, tobacco, organic production).
  • Capital investments: livestock, crops, machinery, processing, fish farms, solar panels on production buildings. A separate regulation applies (see below).
  • Rural development: self-employment, rural women, cooperatives, agritourism (article 55), knowledge transfer, technology innovation, standardisation and branding, native breeds and other measures.
  • System measures: plant and animal health, insurance of primary production, milk quality control, registers and similar.

What to do

  1. Check that you are in the RPG and have no unpaid obligations from article 5 (contributions, hail fee, lease).
  2. Find your measure in the rulebook and read its conditions, documents and deadline. Some measures (for example milk, fattening, poultry) are claimed monthly or within 30 days of sale, so always read the measure's own article.
  3. Fill in Form 1 (individuals) or Form 2 (business entities) and, where required, the measure's own form. Forms are published on the Agency's page.
  4. Attach proof of the investment. For investments this means a works contract with an invoice, a certified wholesale invoice, or a fiscal receipt with a certified invoice, plus proof of payment through a bank account. For invoices of 30,000 KM or more, individuals also attach a bank statement.
  5. For individuals the holding head files; if prevented, an authorised person with a notarised power of attorney.
  6. Respect the deadline for your measure. After it closes the Agency director fixes the premium per unit and the payout percentage by decision. Payment goes directly to the account registered in the RPG.
  7. Keep your documents for at least three years. Funds misused or obtained on false data must be repaid within 30 days of the inspector's decision, and the beneficiary loses incentive rights for at least two years.

Costs not recognised include land and existing buildings, used equipment, second-hand cars, leasing, donations, payment in kind and customs costs.

Capital investments

These follow a separate rulebook (Službeni glasnik RS no. 29/26) and an Agency public call. The call was published on 21 Apr 2026 and applications closed on 6 May 2026. According to the call, the investment and payment request must be completed by 15 Oct 2026 at the latest, and the incentive is 40% of eligible costs for commercial holdings, sole traders and legal entities, or 20% for non-commercial holdings. It is 50% (commercial holdings and sole traders) or 25% (non-commercial) if the holding is at or above 600 m altitude (CIPS certificate and Form 4), if the holder is under 40 or a woman registered in the RPG by 31 Dec 2025, if the holding is in conversion or certified organic, or if you buy a tractor attachment made in RS. For anti-hail nets it is 70% or 35%. If you received a funds reservation, the 15 Oct date is close; check the exact terms in your decision and with the Agency.

Agritourism

Article 55 supports family farms registered to provide hospitality services in rural areas. You attach a project proposal (Form 29v), a certificate that your rural hospitality contract has been recorded, invoices or pro forma invoices, and the categorisation decision for the facility. A committee scores projects and ranks them. The incentive is 50% of eligible costs, max 10,000 KM per beneficiary, and anyone paid in the last three years cannot claim in the current year. The 2026 deadline (30 Jun) has passed.

Deadlines and amounts

  • Wheat: 500 KM per hectare (article 29, paragraph 4), at least 1 ha and 200 kg of seed per hectare; deadline 30 Apr. Caps: 50,000 KM per non-commercial holding, 100,000 KM per commercial holding, 200,000 KM per entrepreneur or legal entity.
  • Diesel rebate: 0.80 KM per litre, up to 100 litres per hectare, minimum 1 ha. You buy fuel from an authorised distributor at the retail price minus 0.80 KM per litre, between 1 Mar and 15 Nov, and hand Form 24 to the distributor at your first purchase. The Agency has published calculations of eligible beneficiaries (the latest on its page is dated 25 May 2026), so check on the Agency page whether you are on the list.
  • Fruit, vegetables, buckwheat, medicinal herbs and organic production: request by 30 November of the current year.
  • The bee premium (deadline 30 November) is paid through beekeeper associations and beekeeping cooperatives, not to individual beekeepers.
  • The first amending rulebook (Službeni glasnik RS no. 27/26) raises the premium for rapeseed and for soy and sunflower from 400 to 500 KM per hectare, moves one deadline in article 61 to 31 October, and replaces forms 21, 29, 29a and 29b, so use the current forms from the Agency page.

The rulebook has been amended four times in 2026: Službeni glasnik RS no. 27/26 (31 Mar 2026), 52/26 (amendments and additions, 10 Jun 2026), 65/26 (addition, 14 Jul 2026) and 80/26 (amendments, 28 Aug 2026). The deadlines, amounts and forms in this article follow the text of nos. 16/26 and 27/26. Amendments 52/26, 65/26 and 80/26 may change them, so before filing confirm the current deadline, amount and form for your measure with the Agencija za agrarna plaćanja.
