Every host who provides accommodation in Republika Srpska must register in the Central Information System in hospitality (CISU, eTurizam). Access is free. Not entering data, or entering it late or wrongly, is fined from 300 to 6,000 KM, and a natural person from 500 to 2,000 KM. Registration is also required for tourist vouchers.
Since 1 January 2026 the Central Information System in hospitality (CISU, in practice the eTurizam application) has been running in Republika Srpska. Hosts enter data on the accommodation facility, guests and tourist tax. This applies to anyone who rents out accommodation, including small hosts in East Herzegovina.
In short
- Registering in the system is a legal duty of every host who provides accommodation. It started on 1 January 2026.
- Access is free. The only equipment requirement is an internet connection.
- Enter a guest immediately on check-in, tourist tax data immediately on check-out, and any change of data within three days at the latest.
- Fines for not entering data, or entering it late or wrongly, range from 300 to 6,000 KM depending on the offender. A natural person is fined 500 to 2,000 KM.
- Registration in the system is also a condition for joining the tourist voucher project.
Who it applies to
- Hosts who provide accommodation: hotel, motel, pansion (guesthouse), hostel, camp, apartment, holiday home, room for rent, rural tourism facility and other accommodation facilities.
- Companies, sole traders (preduzetnici) and natural persons. Natural persons are expressly named in the penalty provisions.
- Restaurants and other facilities that do not provide accommodation are not covered by this duty.
What to do
- Open eturizam.vladars.rs and register as a user. Access is free.
- Enter the basic data on the accommodation facility. The range of data is set by the minister in a rulebook, so follow the instructions in the application.
- Enter each guest immediately after check-in, and tourist tax data immediately after the guest checks out.
- Enter any change of data about the facility within three days of the change at the latest.
- If you have no internet at the moment, write the data down by hand and enter it in the system afterwards.
- The data must be accurate and truthful.
- If you are just starting up, enter the data within 15 days of receiving the registration decision from the competent authority.
A natural person who rents out an apartment, holiday home or room in one facility that they own (up to eight accommodation units, or 16 beds, for stays of up to 30 days) does not have to register with the municipality if they have a contract with a tourist organisation or a licensed travel agency (Article 17 of the Law). The contract with proof of ownership is submitted to the Agency for Intermediary, IT and Financial Services (APIF). Such persons still enter data in eTurizam, and the fines in Article 49 apply to them.
Link to the tourist tax
- The host collects the tax together with the accommodation fee, per night: 1.5 to 3 KM, and 3 to 4 KM in declared tourist places. The exact amount is set by the local self-government unit (Law on Tourist Tax, as of 2024).
- Every accommodation provider, including a natural person, files a return with the Tax Administration of Republika Srpska by the 15th of the month for the previous month. Payment is due within five days after the end of the month in which the return was filed: for nights in September, the return by 15 October and payment by 5 November. A natural person also reports overnight stays and the tax collected to the tourist organisation or agency they have a contract with, also by the 15th. Check with the Tax Administration of Republika Srpska or your local tourist organisation how this works alongside eTurizam.
Link to tourist vouchers
- Hosts apply to the 2026 public call for tourist vouchers through the eVaučer application and must be registered in the Central Information System in hospitality at the time of applying.
- Other conditions: a registered seat in Republika Srpska, all due tax obligations settled at least 30 days before applying, and at least four full-time employees registered.
- The application includes proof of a giro account, a certified price list (bed and breakfast) and a certified statement of the number and capacity of accommodation units.
- A voucher is worth 100 KM, can be used once, from 7 September to 30 November 2026, for a night with breakfast, outside the voucher holder's place of residence. The minimum stay is two consecutive nights for one user, or three nights when two users combine vouchers.
Deadlines and amounts
- The statutory deadline for the first data entry was 30 days from the launch of the system. The Ministry gave hosts an additional grace period; in April 2026 the Inspectorate states that businesses had enough time and that it will check registration.
- The Market Inspection of Republika Srpska has been carrying out stepped-up checks since April 2026 and pays particular attention to businesses that deregistered. According to the Inspectorate, the main aim is registration rather than punishment.
- Not entering the required data or entering it improperly: company 1,500 to 6,000 KM, its responsible person 700 to 2,800 KM, sole trader 1,000 to 4,000 KM, natural person 500 to 2,000 KM.
- No internet connection, late entry of a guest, tourist tax or change, and inaccurate data: company 800 to 3,200 KM, responsible person 300 to 1,200 KM, sole trader 600 to 2,400 KM, natural person 500 to 2,000 KM.
