Solar panels, heat pumps and energy efficiency: who can get support

Published: 7 October 2026Author: AgroTour Connect team
In brief

There is currently no open call for solar panels, heat pumps or insulation in tourist accommodation. In 2026 the RS Fund covered 50% of costs, up to 5,000 KM, only for individuals and their homes, and intake for the Trebinje region stopped on 17 September 2026. Its last call for companies ran in late 2025.

There is currently no open call in Herzegovina that co-finances solar panels, heat pumps or insulation in tourist accommodation. The three calls people mention most differ in who could apply, and all three are closed.

In short

  • GIZ, public call to support the energy transition in tourism: technical help (energy audits, a plan of measures, training), not money. The application deadline was 5 February 2024, and support was planned for up to 16 accommodation businesses from February to July 2024.
  • Fond za zaštitu životne sredine i energetsku efikasnost RS (Environmental Protection and Energy Efficiency Fund of Republika Srpska), public call for 2026: 4,600,000 KM in grants in total. The Fund covers 50% of eligible costs, up to 5,000 KM per application including VAT. The call is for individuals and their residential buildings.
  • Fund, call for micro, small and medium enterprises (late 2025): applications from 5 to 24 December 2025. 49 beneficiaries received 1,809,373.06 KM in total. Most awards, 25 of 49, were for photovoltaic plants; the rest went to heat pumps, insulation, new windows and doors, and other measures.
  • The Fund's 2026 call for residential buildings was published on 9 September 2026. Intake stopped on 17 September 2026, both for the Trebinje region and for the whole of Republika Srpska.

Who it applied to

GIZ call (2024): small and medium enterprises registered as legal entities under activity code 55.10 (hotels and similar accommodation), with staff who could take time for audits and training. A household renting out rooms without a registered legal entity did not qualify.

Fund call for enterprises (2025): micro, small and medium enterprises and sole traders. The selected projects included photovoltaic plants for own use, heat pumps, insulation of the facade, floor or roof, and new windows and doors. The largest single award in the selection decision is 50,000 KM. Two sole traders among the beneficiaries are from Nevesinje and Bileća.

Fund call for residential buildings (2026): owners or co-owners of dwellings with permanent residence in RS. A dwelling could be a family house, a flat, or the living part of a house if that part has its own electricity meter. People who received Fund money in the 2023 or 2024 residential calls could not apply. For heat pumps and pellet boilers, the building must not be connected to district heating.

Measures covered: replacing external windows and doors, insulating the facade, floor or roof, installing a pellet boiler or a heat pump, and a photovoltaic plant for own use up to 50 kW. One application covers one dwelling and one measure. The measure had to be completed in full within nine months of signing the contract.

If a house is also a guesthouse, the call accepts this mixed residential and business building only for the part used for living, and only if that part has its own electricity meter. The part used by guests is not funded. For that living part the call offered only new windows and doors, a pellet boiler or heat pump, and a photovoltaic plant. Insulation of the facade, floor or roof was offered only for family houses. A photovoltaic plant on such a building requires a consent statement from all other owners, certified by the competent office.

What to do

The 2026 call is closed. The steps below show how it worked, and the next call will probably be similar.

  1. Follow ekofondrs.org. The Fund publishes its calls there, in the daily newspaper Glas Srpske and in the Službeni glasnik RS (Official Gazette of RS). The 2026 call could stay open for at most eight days after its last publication, so collect your documents quickly.
  2. According to the Fund's answers to frequent questions, works done and invoices issued before a call opens are not recognised. The exception is a measure already started: if some windows were already replaced, the call accepted replacing all the remaining ones, because that completes the measure. Do not start new works until the call is open.
  3. For the 2026 call the Fund asked for a property certificate (list nepokretnosti) or other proof of ownership, a certified copy of an ID card, a quotation from a company that sells the equipment or does the works, photos of the current state and three electricity bills issued in 2026 with a total consumption of at least 300 kWh. If the bills are not in the applicant's name, a certificate of residence is added. According to the Fund, documents must not be older than six months.
  4. The application form was printed from the Fund's web application and sent by post only, to the Fund's address in Banja Luka. Applications were handled in order of arrival until the money for the region ran out.

Deadlines and amounts

  • Of the total 4,600,000 KM, the Trebinje region (Trebinje, Bileća, Gacko, Nevesinje, Ljubinje, Berkovići, Foča, Kalinovik, Istočni Mostar) was allocated 500,000 KM.
  • The call was published on 9 September 2026, and intake for the Trebinje region stopped on 17 September 2026.
  • Fund call for micro, small and medium enterprises: applications from 5 to 24 December 2025, 1,809,373.06 KM in total for 49 beneficiaries. By 7 October 2026 the Fund had not published such a call for 2026, so follow ekofondrs.org.
  • No call is open now, so there is no application deadline.
