Republika Srpska tourist vouchers: how an accommodation provider can join

Published: 6 October 2026Author: AgroTour Connect team
Application deadline: 30 Nov 2026.
In brief

Hospitality businesses seated in Republika Srpska can apply in the eVaučer application until 30 November 2026 to accept tourist vouchers worth 100 KM for a night with breakfast. An accommodation provider needs at least four workers registered full-time, so small properties with fewer employees cannot take part.

A tourist voucher is a subsidy from the Government of Republika Srpska for stays in domestic accommodation. This article explains what a hospitality provider with rooms or apartments must meet to accept vouchers and how payment works. It describes the 2026 scheme and the public call published on 24 August 2026.

In short

  • A voucher is worth 100 KM. A guest can use it once in 2026, for accommodation that includes a night with breakfast.
  • Any adult citizen of Republika Srpska can receive a voucher, as can a resident of Brčko District who holds Republika Srpska citizenship.
  • Vouchers can be used from 7 September to 30 November 2026, or until the budget funds run out, whichever comes first.
  • Applications from hospitality providers are open until 30 November 2026 in the eVaučer application.
  • A provider must have at least four workers registered on full-time contracts.
  • The Ministry decides on entry in the register within 8 days, and you may serve voucher guests from the day after entry.

Who it applies to

A company, other legal entity or entrepreneur seated in Republika Srpska that provides accommodation and is registered in the Central Information System for hospitality. An accommodation unit is a room or an apartment. The conditions in the Decree:

  1. registered seat in Republika Srpska,
  2. all overdue tax obligations settled at least 30 days before the request,
  3. at least four workers registered in the Unified System for Registration, Control and Collection of Contributions on full-time work.

The third condition matters for small properties: without four registered workers you cannot take part. Whether an owner-entrepreneur counts among the four, ask the Ministry (051/360-279) before preparing documents. Travel agencies have a lighter test (two workers, or one for agencies dealing only with domestic or receptive tourism). If a guest comes through an agency, the property must be a hotel, motel or pansion categorised by the Ministry.

What to do

  1. Prepare proof of a bank account, a certified and signed price list for accommodation including a night with breakfast, and a certified, signed confirmation of the number of accommodation units (rooms, apartments) with the capacity of each. An extra bed does not count. This is needed separately for each property.
  2. Submit the request in eVaučer: evaucer.vladars.rs. It contains the business name, JIB (tax ID), bank account and bank, seat, property details (name, type, address, category) and the contact of the authorised person. The Ministry checks registration and property category itself, and tax obligations and worker numbers together with the Tax Administration of Republika Srpska.
  3. After you are entered in the public register, you can accept voucher guests. The guest approaches you or an agency directly.
  4. Once the booking is confirmed, you submit a voucher application for the guest in the application, no earlier than 15 days before arrival and no later than check-out. It contains the guest's personal data (name, personal ID number, ID or passport number, residence, phone), and you answer for its accuracy, with misdemeanour and criminal liability. The Ministry has up to 7 days to approve the voucher.
  5. The voucher covers only a night with breakfast, in a property outside the guest's place of residence, and is not transferable. One user needs at least two consecutive nights; two users in the same unit need at least three. The guest signs the voucher as on their ID card, and you sign and stamp it, legibly and without corrections.
  6. Issue the guest a fiscal receipt no later than check-out day. If the stay costs more than 100 KM, show 100 KM per voucher separately on the receipt, plus the remainder paid by the guest. If it costs less, the receipt is for the actual amount.
  7. By the 15th of each month, for the previous month, submit a refund request: the completed and signed voucher, a copy of the fiscal receipt, the original invoice (with voucher serial number, guest name, unit number, tourist tax amount) and a signed service specification, also sent by email.
  8. Report any change of price, number of units or status in the application.

Deadlines and amounts

  • Provider applications: until 30 November 2026.
  • Voucher use: 7 September to 30 November 2026, or until funds run out. With a two-night minimum, late applications have little time.
  • Entry decision: 8 days. Voucher approval: up to 7 days from a complete application.
  • Refund decision: 15 days from a complete request; payment within 90 days after the decision.
  • At most 100 KM per voucher is refunded; food and drinks beyond breakfast are not covered.

Risks: a refund is refused, for example, if the voucher is illegible, the receipt breaks the rules or the service was not provided in person to the voucher holder. The Ministry removes a property from the register if it stops meeting the conditions or an inspection finds the service was not delivered.
