A subsidy request goes to the Agency for Agrarian Payments on Form 1 (individuals) or Form 2 (entrepreneurs and companies), with a calculation or specification for the measure. For milk, fruit and vegetables the buyer often files, and the diesel form is collected at the municipality. The deadline for fruit, vegetables, medicinal herbs, bees and organic production is 30 November.
A farm subsidy in Republika Srpska needs more than one form. The general request must be accompanied by a calculation or specification for the measure you are claiming. For some measures the buyer, dairy or association files the request instead of the producer. This text is for farms in East Herzegovina that are entered in the Register of Agricultural Holdings (Registar poljoprivrednih gazdinstava). The measures and amounts are described in the article on the 2026 incentive rulebook, and diesel, bees, agro-tourism, capital investments, organic farming and insurance have separate articles.
In short
- The request is filed with the Agency for Agrarian Payments (Agencija za agrarna plaćanja) on Form 1 (individuals) or Form 2 (business entities), unless the measure has its own form.
- The general request is accompanied by a calculation or specification for the measure: Form 3 for sheep and goats, Form 17 or 18 for fruit, 19 or 20 for vegetables, 25 for medicinal herbs.
- The 2026 rulebook was published in Službeni glasnik RS (Official Gazette) no. 16/26 and has been amended four times so far: nos. 27/26, 52/26, 65/26 and 80/26. The amendments in no. 27/26 replaced Forms 21, 29, 29a and 29b. Check with the Agency before filing whether the amendments in nos. 52/26, 65/26 and 80/26 also changed any form or deadline in this text.
- Deadlines still open: 15 October 2026 for capital investments with reserved funds, 31 October for processing organic products, 15 November for diesel purchases, and 30 November for fruit, vegetables, herbs, bees and organic production. The deadline for livestock breeding and insurance passed on 30 September.
Who it applies to
It applies to individuals, entrepreneurs and companies that live or have their registered seat in Republika Srpska and are entered in the Register of Agricultural Holdings. Holdings with passive status cannot claim. Neither can family holdings whose holder did not report contributions for 2025, or holdings that have not paid the anti-hail protection fee for 2025. Also excluded are those who gave false data in a request, those who have not paid rent or the concession fee for state agricultural land, and those who did not account for last year's funds by the deadline. The Agency checks these facts itself.
What to do
- Fill in the general request. Form 1 is for individuals, Form 2 for business entities (signed and stamped). Enter your JMB or JIB, BPG, the type of subsidy and the rulebook article, and list the attached documents with the number of pages. For individuals, the holder of the holding files the request. If the holder cannot, an authorised person may file with a certified power of attorney.
- Find the form for your measure:
- Livestock: sheep and goats (art. 11) Form 3 and a declaration on Form 5 that you will not sell or transfer the animal for a year; cows in the cow-calf system (art. 9) Form 3; pregnant heifers (art. 8) Form 3b; sows (art. 10) Forms 3, 5 and 6.
- Premium per milking animal (art. 17) applies to cows only. You need at least two milking cows in the Register, and the holding must be in the milk purchase system or process milk on the farm in a registered or approved facility. You also attach the VIS RS confirmation that at least 0.7 calves per cow were born and tagged. Anyone who files for the cow-calf premium cannot also get this one. If you sell milk to a dairy or buyer, they file on your behalf. You file Form 3a yourself only if you are outside the milk purchase system, with the certificate that mandatory veterinary measures were carried out and the decision on entry in the Register of facilities.
- Native breeds (Gatačko cattle, Buša, Bosnian mountain horse, Mangulica, and the Vlašić, Podvelež and Kupres types of Pramenka sheep), art. 58: Form 3, a declaration on Form 4 that you will not sell or transfer the animal for two years, the passport or breeding certificate, and a breed confirmation from the competent regional unit of the Ministry.
- Milk (art. 16): the dairy, buyer or association files on Forms 8, 9 and 10, by the 10th of each month for the previous month. The producer does not fill in these forms but needs a valid certificate that mandatory veterinary measures were carried out.
- Bees (art. 23): the beekeepers' association or cooperative files, on Form 15 (member list) and Form 16 (declaration on the number of colonies). An individual beekeeper cannot file alone.
- Fruit (art. 25) and vegetables (art. 26, which also covers mushrooms): individuals claim through a buyer or processor, who fills in Form 17 (fruit) or 19 (vegetables). Individuals who sold to a buyer seated in the Federation of BiH or Brčko file themselves on Form 18 (fruit) or 20 (vegetables), with certified purchase slips and a bank statement, and for vegetables also the contract with the buyer. Business entities (entrepreneurs and companies) and farmers in the VAT system always file themselves on Form 18 or 20, with sales invoices or fiscal receipts and the certified book of outgoing invoices. Forms 17 to 20 are submitted on paper and electronically, and Forms 18 to 20 are filled in using Cyrillic script.
- Buckwheat and medicinal and aromatic plants, including sage, immortelle and lavender (art. 33): Form 25, with a fiscal receipt and invoice (business entities) or a purchase slip and stock card (individuals). At least 0.5 ha sown this year is required.
- Diesel (art. 32): collect Form 24 at the administrative service of your municipality or city once the service has registered and logged it. Hand it to an authorised distributor at your first purchase, with a copy of your ID card (companies and entrepreneurs: the JIB registration certificate) and fiscal receipts. Diesel can be bought from 1 March to 15 November.
- Agro-tourism (art. 55): the project on Form 29v, the confirmation that the contract for hospitality services in the countryside is registered, invoices or pro-forma invoices, and the categorisation decision for the facility. Anyone who received support under this article in the last three years cannot claim this year. If you attached pro-forma invoices, you must report on spending on Form 30 within 90 days of payment.
- Organic production (arts. 35 and 36) and insurance (art. 89): these articles name no special form, so the general request is used. Organic claims need the control body's record and certificate. Insurance claims need the policy and proof of payment. For processing organic products (art. 37) the general request is filed with the certificate that names the processed product.
- Capital investments have their own rulebook (Službeni glasnik RS no. 29/26) and their own forms: the application to the public call is Form 1, the payment request Form 2, the declaration not to sell or pledge the equipment for three years Form 3, and the declaration for a holding at 600 m above sea level or higher Form 4, with a CIPS certificate. The call was open for 15 days after its publication in April, so only the payment request can still be filed. If funds were reserved for you, you must complete the investment and file the payment request on Form 2 by 15 October 2026 at the latest.
- Submit the request to the Agency before the deadline. Keep the documents for at least three years after payment.
Deadlines and amounts
- The Agency director issues a decision within 60 days after the filing deadline.
- Payment goes to the account entered in the Register of Agricultural Holdings.
- Anyone who gives false data or misuses the funds must repay them within 30 days of the inspector's decision. The holding gets passive status for at least two years from the day the funds are repaid with default interest.
- 2026 deadlines (not a complete list): 30 September for sheep, goats, cows, heifers, sows, native breeds and insurance; 30 June for agro-tourism; 31 August for the per-milking-cow premium; 31 October for processing organic products; 30 November for fruit, vegetables, herbs, bees and organic production; 15 October for completing a capital investment and filing the payment request. For fattened young cattle the request is due within 30 days of the sale, and for young cattle sold in October by 5 November.
Where to go
- Agencija za agrarna plaćanja, Trg Republike Srpske 1, 78000 Banja Luka, phone 051/338-549. The rulebook does not say whether to file in person or by post, so check by phone before sending. Forms 3b, 8, 9, 12, 15, 17 to 20 and 25 (for legal entities) are also submitted electronically, as the rulebook and the form itself state.
- Diesel: the administrative service of your city or municipality (Trebinje, Bileća, Gacko, Ljubinje, Nevesinje, Berkovići).
- The forms are on the Agency page, together with the rulebook and the amendments from Službeni glasnik RS no. 27/26 of 31 March 2026. The rulebook was amended again in nos. 52/26 (10 June 2026), 65/26 (14 July 2026) and 80/26 (28 August 2026), so before using a form check with the Agency that it is the current version. Do not use older copies.
