Farm subsidies in Republika Srpska: documents, registration, reasons for rejection

Published: 6 October 2026Updated: 8 October 2026Author: AgroTour Connect team
In brief

Subsidy requests go to the Agency for Agrarian Payments, and the farm must first be entered in the Register of Agricultural Holdings. Requests fail mainly because of passive status, unreported contributions of a family farm, unpaid anti-hail fees, false data or ineligible costs.

This article explains how to prepare a request for a cash agricultural subsidy in Republika Srpska under the 2026 Rulebook: who can apply, which register entry is needed, which documents to attach and why requests are rejected. It concerns farmers, sole traders and companies, including households running rural tourism.

In short

  • The request goes to the Agencija za agrarna plaćanja (Agency for Agrarian Payments, AAP). The farm must be entered in the Registar poljoprivrednih gazdinstava (Register of Agricultural Holdings, RPG) as commercial or non-commercial, or in the Register of Subsidy Users (RK).
  • The Agency decides by a decision no later than 60 days after the submission deadline; payment goes to the bank account recorded in RPG/RK.
  • You lose eligibility with passive status, an unpaid 2025 anti-hail protection fee, or false data. A family farm also loses it if its holder has not reported 2025 contributions to the Tax Administration.
  • If the area you declare differs from the area in RPG, the calculation uses the smaller area.
  • Individuals also attach a bank statement showing payment to the supplier's account for invoices of 30,000 KM and above.

Who it applies to

Individuals, entrepreneurs and legal entities residing or seated in Republika Srpska that produce there and are entered in RPG or RK. For individuals the farm holder applies; if prevented, an authorised person may apply with a notarised power of attorney.

What to do

  1. Register the farm in RPG. Registration is free. Apply to the unit of APIF (Agencija za posredničke, informatičke i finansijske usluge a.d. Banja Luka, the Agency for Intermediary, IT and Financial Services) for your place of residence. A family farm attaches copies of ID cards of the holder and members, a property list, possession certificate, lease contract or other proof of land use, and a statement of the household members. For the Register of Users, add a bank certificate or card showing your account. Legal entities attach the registration decision, JIB certificate, ID of the authorised person and proof of land use. You receive a certificate and a farm number.
  2. Update your data. Under the 2013 Regulation, farms report land use and livestock every year from 1 January to 15 May (confirm with APIF that this deadline still applies). A change of farm holder must be reported to APIF within 30 days; check with APIF the deadline for other changes, such as address or contact. A farm that misses the update gets passive status and cannot receive subsidies until the end of that year.
  3. Check obligations to the state. The 2025 anti-hail fee must be paid, and rent or concession fees for state agricultural land settled. For a family farm, the holder must have reported 2025 contributions to the Tax Administration of Republika Srpska. The Agency checks these ex officio.
  4. Prepare the request on the prescribed form (forms 1 and 2, or a measure-specific form; forms are in the Annex to the Rulebook) and the evidence for that measure. For investments this is a works contract with an invoice statement and bank proof of payment, or a fiscal receipt with a signed and certified invoice in the applicant's name. Individuals also attach a bank statement showing payment to the supplier's account for invoices of 30,000 KM and above. Purchases abroad need a SWIFT or bank statement and customs documents.
  5. Submit within the deadline for that measure (see below). Anyone who received funds for the previous year must justify them on time.

Common reasons for rejection

The Rulebook sets these grounds:

  • passive status under Art. 17 of the Regulation (for example data not updated, an unpaid debt to the Ministry, or misused funds found by an inspection; check with APIF how long the block lasts);
  • a family farm whose holder has not reported 2025 contributions to the Tax Administration of Republika Srpska, or an unpaid anti-hail fee for 2025;
  • unpaid rent or concession fees for state agricultural land;
  • false data in the request;
  • unjustified funds from the previous year;
  • ineligible costs: used equipment and cars, leasing, payment in kind or by set-off, donations, purchase of land and buildings, customs costs and others;
  • payment outside the bank account, or an invoice not in the applicant's name;
  • the same investment claimed under more than one basis.

The Republička uprava za inspekcijske poslove (Republic Administration for Inspection Affairs) reported that in 2025 it carried out 629 checks of subsidy use, 23 of them irregular, and ordered repayment of 325,644.61 KM. The causes were misspending and incorrect data.

Deadlines and amounts

Examples from the 2026 Rulebook: agrotourism by 30 June, pregnant heifer premium by 30 September, processing of organic products by 31 October, organic crop and livestock production (including bees), beekeeping, buckwheat and medicinal herbs by 30 November. Subsidised diesel must be bought between 1 March and 15 November. Capital investments go through a public call: in 2026 it was published on 21 April with a deadline of 6 May.

The 2026 deadlines for agrotourism (30 June), pregnant heifers (30 September) and capital investments (call until 6 May) have passed. Still open are processing of organic products (until 31 October), diesel (purchase until 15 November), organic crop and livestock production, beekeeping, buckwheat and medicinal herbs (until 30 November). The Rulebook is adopted every year, so check the 2027 deadlines after the new rulebook is published.

For agrotourism the support is 50% of eligible costs, up to 10,000 KM per user. Attach the project proposal (form 29v), the certificate of registration of the rural hospitality contract, pro-forma invoices and the building categorisation decision. Requests are scored and ranked (by a commission of the Ministry), and payment follows the ranking list until the funds in that year's Plan run out. The report on spending (form 30) is due within 90 days of payment. Anyone who received agrotourism support in the last three years is not eligible this year.

Where to go
